am i allowed to put a background or music ???? or is this all if ur a payed member??? or do i have to just get to a higher level first?

im bored and all the level crap is annoying to do most things u got to be a level this or that .....eeeeerrr!!!!!!ok im ranting sorry just wanna meeting new people and learn more stuff on this site...
