That's just the way the system is set up. You cannot join a Society until you hit level 20, just like you can't open your own Coven until you hit rank 100. The level system has been in place since the site was created, we've all had to deal with the restrictions on level at some point during our time here. You can always join a Mentorship, while they aren't on the same level as the Societies, they do have private forums only members can access.

I agree with immortal kiss and also add that as you interact through the site and people get to know you, one of the houses or covers may pick you up if you fit in their social style. Each has their own 'flavor' and all choose those who seem like a good fit.

The Mentorship suggestion is a good one. Take your time looking them over to find one that is a good fit for you and has Members that appear to be active. Your next step would be to Petition the Mentorship for entry.
