I've moved around enough to know we are not unique, nor are we special. By ourselves, we can be smart, we can be kind, we can have morals. In large groups that usually disapears. And at times we behave like animals. We are supposed to be humans, show some humanity.
It's all about perception
Right and wrong. Good and evil. Light and dark. Old and new. Easy and hard. If you could steal overpriced medicine to save your dying lover, would you? Is life more important than law?
Last resort
Why does a sniper train with a pistol? Because it is the last resort. The final defence. If the time comes to use the skill, he'll have to stake his life on it. Therefore, it should be his best skill.

People will only change when they have no other choice
This may sound a little Anarchist/Fatalist, but only when the the world is totally consumed by war and hatred will peace be seen as a solution. It is, unfortunately, what has and will happen. How can you want peace if you haven't experienced the alternative? What else can motivate you to put it all aside? What else could remind you of why you let it go? Sad, isn't it.
