The VR Rating System....

I've been on VR almost a year and a half now and after having this amount of time to view the rating system and it's affects, I seriously think the rating system on VR is in a way unfair to it's members and needs to be modified.
I understand that the rating system is and WILL always be a part of the status system. Cancer has implemented the rating system this way and it's a feature that makes VR very unique, I have no problems with that, it's actually a very good feature to have I think.
However, after a 2 month rating system test I've conducted on my own, I've found certain "flaws" in the rating system that are unfair to ALL VR members. I know alot of VR members feel very strongly about the rating system and how people will rate a profile with a low number, there have been quite a few forum threads the past couple of months discussing this matter.
The 1st problem is that we have alot of people here on VR that like to "downrate" profiles for various reasons, most of which I've found to be very ridiculous in nature.
The 2nd problem is that alot of those same "downraters" will purposely create profiles on VR just to go to someone's profile and downrate it yet again, then either delete the profile or just sit on it until the profile expires. In this case, the person who was downrated is stuck the the low rate they were given and it can never be changed.
Here are a few modifications that I think need to take place and why:
1. No member of VR shall be able to rate a profile or portfolio until they have reached level 5 (Caitiff).
~ This will get rid of all the people that in fact like to downrate profiles for the various ridiculous reasons that they may have. This will also discourage members from making "fake" second accounts and then continually downrating a persons profile and then deleting that "fake" account or sitting on it until it expires.
This will also give a new member some time to get a feel for the VR website and take a look at the various pages within the website. A new member should be able to decide whether this website is suitable for them by the time they hit level 5 and if they decide to leave, well, no harm no foul as they haven't had the chance to downrate anyone's profile and that person they downrated isn't stuck with the low rating for good.
On a plus side, not being able to rate a profile or portfolio until you reach a level 5 (Caitiff) will show a person's integrity and dedication to the website.
2. If you're a premium member, the previous rule is exempt and you may rate profiles and portfolios at any level.
~ Becoming a premium member in a way shows integrity and dedication to the website. Besides, who in their right mind would pay any kind of money just to downrate profiles and then delete the account? It would show dedication as a downrater I guess, lol, and Cancer makes money in the long run, a win win situation for Cancer in my opinion.
3. A new non-premium member WILL be able to rate the VR database and Member Articles.
~ As Cancer has implemented the rating system to help the status level of members, I can't see completely cutting off rating from new members that are under a level 5. Being able to rate the database and articles will still help a new member raise their status to level 5 faster than not being able to rate anything at all.
These 3 new rules of course doesn't take care of the downrating problem completely, but it definately does somewhat discourage it. I also know there's a 99% chance that these rules will NEVER be implemented by Cancer, they are just my opinions and the only ones I have for now. Hey, I have to leave at least a 1% chance of hope out there.
