As it is just his profile that is suspended, and not his entire account, he is still able to participate fully in all aspects of VR. If he ever brings his profile into compliance with VR's Terms of Service the suspension will be lifted and you will be able to rate him. However, I do not see that happening anytime soon.

Vlad is an attention whore, lol he comes over and over my profiles yet not once have I mention him in my journal or rated him lol
must be why he is so much all over my profiles lol feeling a bit lonely or "ignored" lol

True...don't sweat it. I also wanted to give him back his 1 rate, but whatever. He can only rate a person a 1 so many times...at some point, it won't bother your numbers here, if you are concerned about them.
Vlad is just one aspect of VR...he's gonna' continue to drag his shitty diaper across the VR landscape no matter what.
