Steven Patrick Morrissey wrote a novel. He is really known more by his last name Morrissey and was in a band called The Smiths. (Yeah, I never herd of them either. I did Youtube the band and not something I would listen too) I am always looking for new books to read, I read a lot. So, I look into his book. It has sex, too. Here is a sex scene obviously written using a random word generator:

I guess that depends on what you consider dressing up. Don't get me wrong; in my opinion Bowie is the king and he's often been the influence for many copycats. However, I think the New York Dolls, who were closely associated with Bowie during their time, weren't too bad. Like Bowie, Freddie Mercury was also at the top of his game in that aspect.
I may be a bit biased, but I also think the Misfits did/do well with "dressing up".
It was the vocals that made me pay attention. The satanist/catholic pastiche stuff just adds a surreal dimension to it all. From appearances, not normally my thing but as nice surprises go, Ghost have entertained me. As for the dressup comments, well, my two neices do it all the time. So, yeah it's a word in my vocabulary. So what guy uses the word; one who has two necies who play -dressup- all the time.
