Boy, that is a rough situation. You are torn between feeling obligated to loyalty because he is your brother. However, if someone is behaving in a way that you would not normally tolerate from a stranger or friend, why would you allow it continue just because you are related ?

I have concluded in my life; that if I would not put up with crap from a stranger or friend, then why would I allow someone to do it to me because we are blood related. I do not put up with crap from anyone .

There is an old Native American saying that we tell our children to teach their children. That is that we are all gifts to this place and we should never place ourselves in the hands of those who do not treat us as the gift that we are. And equally vice versa. If someone doesn't want to pony up, or see reality, or whine , or waste time, or complain then do nothing about it, won't help themselves etc.... Then they are gone. My time is too precious to put up with childish games, and that includes adults who act like children. In fact , at least a child has an excuse,LOL

Okay there is my two cents wrapped up in an essay,LOL.

So, I am not saying abandon someone when they are down, but if they stay down,even after many attempts to be helped, then why should I continue to waste perfectly good energy and my irreplaceable time.
