I personally feel female appearance laws and regulation are directly related to how horny a female's body part makes a male and their negative reaction to being seen with an erection while clothed.
However, I also believe it was jealous females that caused some males to feel negative being seen with an erection. Especially while clothed.
I can picture it going something like this:
Male develops an erection when looking at a Female's ankles. Female gets jealous of other female's ankle and feels Fear that her ankles aren't as good or better and then gets Angry at the male and begins to develop Hate whenever male develops erection due to see another female's ankles. Sh then begins to make him Suffer by chastising the male whenever she sees his erection, clothed or not, while they are in the presence of another female with her ankles showing.
So being in a Patriarchal Society, males then make it a law that it shall be considered indecent and lewd for a female to show her ankles in public thereby reducing their chances of developing an erection in public. There for it is made illegal and punishable.
Males who do not develop an erection over a female's ankle are made to feel awkward, odd, strange, not "MALE-Like" for not doing so. So those men become very curious and start developing a curiosity about the female ankle. They would do anything to see a female ankle. They would pay a female to show her ankle to them or see a female ankle by force, deception or by entering into an intimate relationship with a female.
This then forever sexualizes the female ankle resulting in exhibitionism, voyeurism and then additional laws and regulations to be made.
