Yesterday (March 27 2008), the Departments of Homeland Security and of State issued the final rulemaking concerning the requirements of passports for land and sea border crossings under the Western Hemisphere Travel Initiative. After years of development following 9/11, this ruling is the end of the process and can be considered FINAL.
Effective June 1, 2009, the following rules take effect for cruise passengers:
U.S. citizens on cruise voyages that BEGIN and END at the same U.S. port (closed-loop itineraries) must show proof of citizenship* and government-issued photo ID (such as a driver’s license). A passport will not be required for passengers that fall into this category.
*Documents include: Original or certified copy of birth certificate; Naturalization papers; Consular Report of Birth Abroad issued by Department of State.
All other passengers and/or itineraries (such as cruises which begin in one U.S. port and return to a different U.S. port or any cruise that begins or ends in a foreign port) will require a passport or other recognized document.

Based on the above notice.. a passport will not be required this year for a US Citizen.
Personaly - If you can afford to get a passport - Get One.
BE WARNED: If you have an emergency while on the ship the requires you to fly back to the US from a foreign port (Nassau or St Maarten) and you dont have a passport, then you wont be able to fly home. ALL air travel in and out of the US requires a valid passport.

Is this still current information? I thought I heard recently that more regulations were being put in places for travel outside of the US.
Currently.. this information is still correct.
A US Citizen needs a certified copy of their state issued birth certificate WITH THE STATE SEAL - and valid goverment issued photo I.D. OR a Valid passport.
As June 1 2009 - a passport will be required unless your cruise is roundtrip from the same port like this one. (so an Alaska cruise starting in Seattle and Ending in Whittier Alaska WOULD require a passport. Or repositioning cruise starting in New York and ending in Miami would also need a passport).
People. My recommendation, is just get the passport. The Government can change their mind at any time really.

Not to get repetitive but on the invoice it says that this cruise requires a passport . . . .is that just a stamp?
Yes. It is a stamp. I have alot of clients that cruise to Europe.. more then 300 a year... so I have to have that on the invoices.
Trying to get the programers for my invoice program see if they can do automatic comments by destination.

Well this is good news. I got a letter today denying my passport application due to back child support THAT WAS PAID LAST YEAR. Especially interesting is that someone thinks I still owe child support when I've had custody of my daughter for a year and a half.
At any rate, I just spent the last fifteen minutes throwing things before I found this rather relieving info, after my wife pointed me to it. So, yay.
Still pissed off at our gub'ment though. Update your frickin database already.

wow, this is news to me, too.
but thankfully i already have a passport anyway. i live a stonesthrow from canada and go there a few times a year. so when i heard about stricter passport regulations i got one right away. it really is a good thing to have regardless. unfortunately fairly expesive to get.
